在留資格「経営管理」の要件厳格化！？

外国人の方が在留資格「経営管理」を取得するための要件が、緩和されるのではなく厳しくなる方向で10月に改正されるとのニュースが最近脚光を浴びています。（下記は日経へのリンク）

具体的には、下記の変更点が予測されています。

１．開業に必要な資本金5百万円→3千万円に上げる

２．今までミニマム条件ではなかった常勤職員の雇用が最低１名必要

３．経営者の学歴・経歴要件も追加

これが施行されると、すでに経営管理ビザで滞在している人（４万人＋）の在留期間更新はどうなるのか？　あるいは経営管理ビザを目指して各自治体等のスタートアップビザで「特定活動」で起業準備をしている方などにも大きなインパクトが出てくるのではないかと危惧されます。

経営管理だけでなく、他の在留資格でもビザ更新時に在留外国人の方の納税や社会保険料支払い状況の確認がシステム上で同期される方向との話もあり、新しい情報が入り次第お伝えしていきます。

“Business Manager” visa requirements will be tightened

Recently, news has been gaining attention that the requirements for foreign nationals seeking the “Business Manager” visa will be revised in October, tightening rather than relaxing them.

Specific changes are expected:

1. The required capital for business start-ups will be increased from 5 million yen to 30 million yen.
2. The employment of at least one full-time employee will be required, which was not previously a minimum requirement.
3. Educational and career requirements for managers will also be added.

When this revision comes into effect, what will happen to the visa renewal for those already residing on Business Manager visas (40,000+)? It is feared that it will have a major impact on those preparing to start businesses with “Designated Activities” under “Start Up Program” sponsored by Local Goverments with the aim of obtaining a Business Manager visa.

There is also talk that not only Business Manager visas but also other visa statuses will be synchronized via the system which records tax or social security pension payment when visas are renewed. I will update with new information as it becomes available.
